? How does one transfer all one's info and aps from an already owned iPad to a new one?

When you plug in the new one you will be offered two options, to set up as new or to restore from the backup of your old iPad. Choose that and your new one will be a virtual clone of the old one. (you'll just need to enter wifi passwords and other passwords)
