You can download the 'trial' version of Parallels from their website and then activate it using your purchased license key, that gets round installing Parallels at least.
With regards to installing Windows either follow the tips for using a USB drive (e.g. a memory stick) or you will have to buy/borrow an external USB CD/DVD drive.

Insert USB Drive into USB slot and it will pop up on the left bar of all finder windows. Insert the Windows 7 disk then install just as if you had a built in Drive, no set up or other instructions required.
Hope we helped.

To install Windows on the virtual machine, you need an external optical drive. I'm sorry, but Remote Disc can't be used to install operating systems on a virtual machine

You can purchase the Apple USB Super Drive, or if you have another Mac with a DVD drive you can share the drive with the Mac Mini. Also you will be able to download Parallels Desktop 8 directly to your Mac Mini to install the program, but you will need a DVD or USB for the full version of Windows 7.

Welcome to the Apple Support Communities
If you already purchased Parallels and you have it in a disc, you have to buy an external optical drive. If you have another PC or Mac, you can use Remote Disc instead to install Parallels > http://support.apple.com/kb/ht5287
If you haven't purchased Parallels Desktop yet, you can purchase it in the Parallels website as a download
