What is the email size threshold above which iOS displays the "Download remaining XX,X KB" prompt?

Hello,
I'm an email developer and I've been trying to find why the "Download remaining XX,X KB" prompt appears in some emails.
There's a lot of discussion in the email development community, but with reverse engineering we haven't been able to come up with the exact mechanisms yet.
I don't know if there are any apple developers in the forums, but is there a definite and precise answer to when this happens?
What we'd like to know is the exact user settings/environment in which this prompt appears:
- Size of email
- IMAP or POP3
- WiFi or Cellular connection
- Email encoding issues
- Email code "breakpoints"

I think it might depend on the file type too AND if the idevice can preview it or not
