Why don't you just call Apple care and give them the serial number of the phone. They should be able to tell you exactly who it's locked to.

If you were using O2 and it worked, then it stands to reason it's probably locked to O2.

I would imagine you have an iPhone 5 that was taken as an upgrade and then sold on eBay
All carrier sold iPhones in UK are locked to the carrier
Apple Uk is the only source of unlocked iPhones in UK
O2 are not yet offering unlocking on the iPhone 5
When they do ,it will be to current customers only and the iPhone must be visable and
active on the O2 UK network

Apple does not use the term "factory unlocked". If you bought it off emay, it was likely hacked to unlock it. Only the carrier it is locked to can authorize unlocking it.
If it's not too late, file a claim with ebay and get your money back. Otherwise, you will have to contact O2 and ask if they will unlock it for you.

What exactly is the message you are getting and where did you buy it?
If you bought it at Carphone warehouse, they do NOT sell unlocked iPhones. The phones they sell will lock to the first UK carrier used. If that's the case, you need to contact O2 and ask if they will authorize unlocking it for you.
